I spent $500 to replace the complete emissions wire harness assy. That’s when I looked under my truck and found the cable harness melted away. Didn't realize my situation until I jumper the TE1 - E1 from the DLC and received error code 21. Eventually after become loose, the cat converter came in contact with wiring and began melting the cable wire harness away to the point of stalling while driving. Found my O2 sensor wiring cable (from ECU to O2 sensor connector) routed just below the cat converter had come loose.
I own a 1993, 4x4, Toyota truck, ext cab SR5 with 175k miles, head gasket campaign recall at 96k miles.
